The two documents are still under study
Regarding the "Guiding Opinions on Deepening Reform and Further Promoting the Healthy Development of the Taxi Industry" and "Interim Measures for the Management of Online Booking Taxi Business Services" that the Ministry of Transport solicited public opinions from the public last year, Yang Chuantang said that the Ministry of Transport is working with relevant departments to further study and demonstrate, improve relevant policies, and promote the introduction and implementation of the two documents as soon as possible.
He also said that in the reform, the taxi industry should be clearly positioned, establish a dynamic adjustment mechanism for capacity scale, reform the management of operating rights, build a diversified service system including cruise taxis and reserved taxis, reform the "part money" system, and improve the price formation mechanism.
In response to the question of "whether the taxi reform will be difficult to produce", Yang Chuantang said that the management of the taxi industry is a problem all over the world. The taxi industry in our country has both the obstacles of the concept and system, and the obstacles of the solidification of interests. "The difficulty of reform is unprecedented."
"I summarize it as three dilemmas." Yang Chuantang said that the first difficulty is to take into account the interests of different groups and the development of old and new business formats, and make profound adjustments to the interest pattern. The second difficulty is to balance the current interests of the public and the long-term development of the industry. The third difficulty is how to promote structural reform of the urban transportation supply side and improve service levels.
He said that at present, the task of regulating the new business model of the Internet and promoting the healthy development of traditional industries is very urgent. "No matter how difficult it is, we must firmly promote this work."
Pass legislation to legalize private cars
In response to a question about "whether strengthening the regulation of online car-hailing will make it impossible to develop," Yang Chuantang said that countries around the world have been in constant controversy over how to regulate online car-hailing. Many developed countries have a complete ban on online car-hailing, and various states in the United States have also banned it.
"We did not ban all the temporary measures when formulating them, but passed legislation to allow special cars to obtain legal status." Yang Chuantang said that by designing specific policies that can be operated and implemented, encourage the standardized development of new business models, provide differentiated and diversified services, and better meet the high-quality and multi-level travel needs of the people.
In response to the question of "whether private cars are considered’black cars’", Yang Chuantang said that from the perspective of existing laws and regulations, it is illegal for personnel and vehicles without operating licenses to provide passenger transportation services to foreign countries.
"However, when dealing with new things, we must not stand still and stick to the rules. As a new thing, online car-hailing will bring a good experience to passengers, and we must give this service method a legal way out." He said that if private cars want to be converted into online car-hailing, they can be converted into compliance vehicles through certain procedures according to the current draft method. Liberalization of business rights varies from city to city
When it comes to the issue of taxi operating rights, Liu Xiaoming said that the total amount of taxi operating rights must be regulated to form a reasonable traffic structure through quantitative control.
"Our reform has a very clear direction, that is, the right to operate taxis should be free and limited," he said. "The purpose is to enable taxi services to enter a virtuous cycle and obtain the right to operate with high-quality services."
"Whether to cancel the right to operate and completely liberalize the number depends on the situation of each city." He further said that large cities need to consider the city’s road capacity and public transportation development level, and small and medium-sized cities can appropriately liberalize some quantity control. "It varies from city to city, from time to time, and it is up to each city to conduct research and decision-making."
Online car-hailing online license is available nationwide
Talking about the issue that online car-hailing platforms should obtain business licenses, Liu Xiaoming said that it is necessary to provide maximum convenience for online car-hailing platform enterprises by reducing the number of licensing links as much as possible, and at the same time, it is necessary to ensure that online car-hailing can meet the basic service requirements of the public. "Enterprises, vehicles and drivers engaged in online car-hailing services should meet certain conditions."
He said that combining the characteristics of Internet Enterprise Services and the characteristics of taxi regional management, the initial idea is to implement "two levels of work, one level of licensing". "Taxi services have already realized the combination of online and offline. The online part is licensed by the provincial transportation authority where the platform is located. This license is available on the whole network, and the rest of the country does not need to be licensed." This model simplifies the working procedures and is conducive to the operation of online car-hailing platform companies in a province or even the whole country.
